difference between city and rural carrier

Rural Carriers usually spend about 2-3 hours in the office casing their mail and 4-5 hours out on the street. City Carriers for the most part, do not drive a vehicle to deliver their mail. They may drive a postal vehicle to carry their mail and then do what is called a “Park and Loop”.

City Carriers

City Carriers for the most part, do not drive a vehicle to deliver their mail . They may drive a postal vehicle to carry their mail and then do what is called a “Park and Loop”.  They will park the vehicle and then get out and walk for several blocks delivering the mail house to house.  One of the offices I worked in, we had two city carriers; one of them walked 18 miles a day and the other walked 4 miles a day.   You carry your mail in a mail sack that can weigh up to 40 pounds, it’s always nice to get to that last neighborhood, the mailbag is much lighter.  Being a City Carrier, you also will be working in all types of weather; snow, ice, hot, humid, etc.  You will need to be prepared for all types of inclement weather.

City Carriers have to wear a uniform and will receive a uniform allowance every year to purchase the clothes that are required.  Full-time City Carriers receive health benefits, annual, sick leave and can contribute to the Thrift Savings Plan.

The Postal Service hires City Carrier Assistants (CCA), which is a part-time position.  The average pay for a CCA is $15.00 an hour.  They are hired to work 365 days and then can be reappointed provided they are performing well.   CCA’s earn 1 hour of annual leave for every 20 hours worked.  They also qualify for health benefits after the 90-day probation.  Unlike the RCA’s, CCA’s are not eligible to bid on City Carrier positions, if a City Carrier position is posted on eCareer, CCA’s would have to apply on eCareer and compete with everyone else.

What does a City Carrier Assistant do?

City Carrier Assistants typically work for the United States Postal Service to deliver mail to residents and businesses within a particular area. They use their knowledge of the area and postal laws to maintain timely and professional mail services. Their job is to interact directly with residents on a daily basis and answer questions about the mail services they offer. They also correct addresses on parcels or envelops for residents to receive at their new address. They may also use electronic scanners and other technologies to confirm delivered packages and obtain signatures from recipients.

Do City Carrier Assistants Get Any Benefits?

CCAs have a few benefits, including paid leave, paid holidays, access to health benefits, and preferential access to career City Carrier positions. Let’s look at each benefit in a bit more detail.

CCAs earn 1 hour of annual leave for every 20 hours worked, up to a maximum of 13 days per year. Any unused leave at the end of the 360-day work tour is paid out in a lump sum.

USPS pays CCAs for 6 holidays throughout the year. These include New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.

If a CCA is scheduled to work on Memorial Day or Labor Day, they will receive holiday pay plus pay for the hours worked.

While normal mail service is suspended on these holidays, Amazon continues to deliver, hence the need for people to work.

New CCAs qualify for health benefits at the end of their 90-day probation period. These benefits can also be used to cover a spouse and/or children.

Finally, senior CCAs are first in line for promotions when career City Carrier positions open up.

City Carrier Assistant Education and Training Requirements

City Carrier Assistant employers require a high school diploma or equivalent. Employers also usually require applicants to complete a drug screening and criminal background check prior to beginning the position.

Applicants take a written exam to test their ability to read and sort mail as well as memorize delivery procedures, along with a physical test to determine their suitability for the position. People seeking a position that requires vehicle-based delivery must present a valid driver’s license and pass a check on their driving record.

New City Carriers complete training on the job, usually during the first month. Some new employees, may spend a period shadowing an experienced carrier for first-hand instruction. This allows the new hire to learn tips and tricks the veteran has learned in their years that make the job more efficient.

three categories of Rural Carrier positions

Rural Carrier is a fulltime career position that comes with the famous complete Postal benefits package.

Rural Carrier Associate (RCA) is a non-career long-term relief job that can work directly in to a career position. When a career Rural Carrier position opens up, it is offered to the senior RCA at that particular facility. If there are no RCAs employed at that facility, the Postmaster posts an open job listing for a career Rural Carrier position. RCAs cover for full-time career Rural Carriers when the full-timer is out due to sick leave, vacation leave, days off, etc. Depending upon the size of the facility and the number of full-time Rural Carriers based there, an RCA might work anywhere from only one or two days a week up to over 40 hours a week. If an RCA is based in a smaller facility with limited hours to offer, he/she is often able to get more hours by covering for full-timers at other nearby facilities.

Assistant Rural Carrier (ARC) jobs are similar to RCA jobs except that (1) ARCs are expected to work relief specifically on Saturdays, Sundays, and holidays and (2) ARC jobs cannot work directly into career positions.

Is being a rural carrier hard?

You could be a RCA from 4-8 years depending on your office. Once you become regular its probably not so bad but my experience as a sub wasn’t the best. The job itself is easy, sorting mail and delivering is not hard at all. Sometimes the mail didn’t come on time which can really put you behind.

What is the difference between a rural carrier associate and an assistant rural carrier?

Rural Carriers deliver mail along a prescribed route and may be required to handle containers of mail weighing as much as 70 pounds. Rural Carrier Associate (RCA) is a non-career long-term relief job that can work directly in to a career position.

What is the best vehicle for a rural mail carrier?

As silly as it may look, a Ford Taurus or Mercury Sable is a great option. Use one with the split bench seat up front and column shifter. Before getting a right hand drive Jeep Cherokee, I used a 1998 Mercury Sable. The upkeep cost of this vehicle is much less than most.
